Overall 6.5 in ielts with 5.5 in writing module (L-7.5, R-6.5, S-6, W-5.5) is eligible for PG program in canada for some colleges?

yes few colleges accept that. Try to improve on writing. The visa officers like to see 6 in each. Although there are few students who got the study permit with 5.5 also but there are a lot of cases where visa was refused because of 5.5.
