Is there any requirement of hard copy of the WES evaluation report? Will a pdf version do?

Is the WES evaluation report physical copy required?
If it is only used for scanning/uploading, why won't a soft copy just do?
I received the physical copy on my US address but i came back from US before receiving it.

IRCC doesn't require you to upload either hard or soft copy of the ECA report. They do verify it through the ECA number that you have entered under Education section of the eAPR, so make sure you entered that exactly as it is in the ECA report itself. They do have a special login account to let them verify the authenticity of the assessment directly by all ECA agencies.
