Is there any fine when leaving Canada with expired VISA？

Hi:
Is there any fine on leaving Canada with a expired Visa ???

And this is my case detail:
I submit an e-application for renew my parent's Temp. resident permit online on Feb11,2011, it's returned today by CIC, they said I need to resubmit again with paper application. but my parent's Visa already expired on Mar 22rd, 2011, if I resubmit their application again, do I need to wait another 131 days(4 month+) to processed?? because I have a stamped envelop from CIC.
In this case, Is there any fine on leaving Canada with a expired Visa ???(in case their application get rejected later)
