I don't think it matters if you're on a visitors permit. But just make sure you're living/visiting the province you're applying to. If you know you definitely want to apply for one specific program then that's OK, but there might be more options open up with the PNPs for 2017 and you have a better chance of applying to more than one if you're outside of Canada! I say that because I'm a student in Saskatchewan and I can't apply to New Brunswick and PEI for example because they want you to be living outside of Canada or already in that provice
