Nope they are pretty much the same thing.

Background checks are done by the visa office processing your application (verifying documents, criminal, emploers ect) security checks are done by CSIS (Canadian Security Intelligence Service). The security check is done without any involvement of the CIC and will determine if you're a security threat to Canada or involved in terrorism, espionage ect.

Based on what immigration has explained to me, background check is where they check to make sure your name, family info, and all the perosnal info you provided are correct, while security check is where they research for criminal records or if you belong to terrorist groups or gang related groups or activities. what does it mean if it says from immigration that ( your back ground chekcs are over ) ? doest mean that my back ground+security checks are over or still they need to check my security thing ??
where do i stand in process when it says ( back ground chekcs r over ) .while my every thing s done including medicals 2 yrs ago .thanks

on my wife's application as family (husband),we are co-applicant for pr ,processing is going on out side canada at islamabad office.

ok, I would assume that it means as it says, that being said, they will now do the security check. What you can do though is,call immigration and they will try to explain whatever your concerns maybe.

duhhh!! u knw my aplication is in process for 39 mnths and we r family too.my iwfe incanada and im waiting in pak.when we started they already got security clearence frm RCMP and my finger prints in canada.then i came to islamabad..(out side canada pr process) my medicals were done 2 yrs ago "likely expired now". do u think they r just taking time for "back and security checks"??? if yes then its a joke with a life because there r lot of things to do except this imigration etc ..
it has taken 2 2 2 2 much time .
