is there any chance for ita for ontario for 350-400

Hi,
For 2015 ontario has 5700 nominations. Out of it 2700 are for express entry profiles with above 400 points
Remaining nominations what is the procedure who will be getting it.
Is there any future for people having 350-400 points in express entry?.
Will these people receive invitations?. Are there any chances for this group people to get invitation for
stay in ontario, Any guesses what are the chances for people who have points below 400.

The remaining are normal PNP seats, the older existing process of PR. Currently no chance for someone below 400 as that is the cutoff decided by Ontario. Who knows if it changes tomorrow. But as of date only ppl above 400 have a chance. The only way I see it changing if ontario does not get enough people to fill 2700 seats
