Is the travel restriction over

Hi everyone
Happy new year !!!

I read an article saying all travellers arriving canada must take a Convid test . They will need to present that before boarding their flight. I am kind of confused is this new requirement for every traveller or just the one's permitted to visit Canada. I need to visit but want to be sure if this requirement is for all travellers or just the one's permitted by IRCC.

Travel restrictions aren’t over at all. You can’t visit Canada unless you have family and written authorization to do so. Now, all travellers entering Canada must have a negative covid test.

And you must still continue to quarantine.
