My children were born on or after April 17, 2009
Your children will only be Canadian at birth if you:

• were born in Canada
• became a naturalized Canadian citizen before they were born

what does the last line tell me?
what does it mean became naturalized ?

Naturalized means that you became a citizen through the process of becoming a permanent resident, then applying for and receiving a grant of citizenship.

That particular part pertains to children born outside of Canada after April 17, 2009, and how they become automatic citizens by descent. So if the parent is also a citizen by descent (i.e. not born or naturalized in Canada), then their children will not be citizens when they are born.
