Is the passport request during TRV App equal to approved application?

Hey guys,
I received a passport request from CIC in reference to my online TRV application. The request is saying that a decision has been made and they need my passport to finalise my application. However, it is nowhere explicitly said whether I am approved or not. I am wondering... is it certain that if I've got a passport request, my TRV has been approved and I can safely book my flights or is this not always the case? ;D

It can still be refused, for example if they realize you are not sending the correct passport or the passport doesn't match with the scan submitted with the application.

Also the passport can get lost in the mail....

So I would wait for the passport to return
