Is Providing Biometrics for Spousal TRV from non-home country allowed?

Hello Everyone,

I got a Biometrics requested for my wife in India for her TRV application but the VAC centers are closed in India. My wife will be traveling to USA at the end of the month for College. My question is whether she can give her Biometrics in USA instead of India? I do see the Biometrics letter providing instructions for someone 1) applying from with Canada/USA(Centers are ASC) and 2) applying outside of Canada/USA(Centers are VAC). Is it mandatory to provide biometrics in your home country?

Same question incase if a Medical requests is issued by IRCC?

You can provide biometrics and medical any where you like if you can find a slot from them during the pandemic.
