is processing time considered?

Is it true that the processing time is considered in determining the length of your relationship? ie is the processing time added?
also can someone apply for spousal sponsorship before getting married, ie if the marriage is 3 months away, can they apply in advance and then after married send the marriage certificate?

I'm not sure what you mean by the first question.
You must qualify as either a married couple or common-law at the time of submission. So you cannot apply as married if you are not married yet.
