Is PPR pretty much a guarantee of visa?

My wife applied for her parents to visit her from Pakistan. The application was submitted online from Canada on April 28, 2019. A week later (i.e. around May 4th) my wife received the email about sending her parents for biometrics. Now, just a couple of days later, she's already received a request to submit the passports.

Is that pretty much a guarantee of visit visa? How often do they really ask for passports if they're not going to issue a visa.

I should mention, my wife's mother had been denied a visitor visa (TRV) around 8 or 10 years ago, when she applied alone. This time, both parents applied and the application seems to be moving at lightning speed.

Yes, most of the time you can safely assume so. Of course nothing is guaranteed till you get the final decision, but it's rare to be denied after they ask for your passport.

But you can verify that, as you applied online, by looking at the table of decisions and requests in MyCIC through GCKey - while the overall application will still say processing, the "Final Decision" line in the table, below "Documents" and "Fingerprints" and the like, will say "Your application was approved."

Did you not any email of aprovel in email or new massage email in your email?

Yes 21Goose I thought the same but was just wondering if they still stamp the passports when applications are rejected. I guess they don’t because they have other ways of tracking previous applications.

When your onlnie acount change to approved.Did you get email that new massage came in your trv online account?
The online account does not change to approved until you have the counterfoil in your passport. However, in your online account, the "final decision" will be listed as approved once you get your PPR.

My case is a little different though. My mother and father received PPR on April 12th. My mother passed her medical exams prior, whereas my father had to get further tests done. No update yet regarding my father's medicals as it still shows under review as of this morning.

My mother has already received her PP back with the PG-1 Visa for 10 years. However, my father has not received his PP back and everything on his account still shows under review/pending, even after being sent a letter requesting for his PP.

I have no intention of starting a thread, nor did I ask for any advice. I was just giving another real life example as PPR doesn't always mean an approved Visa.
