I am PNP Outland Applicant from Nepal and possibly my VO is New Delhi?

Technically, you are under FSW and I do not see your application being processed any slower than pure FSW outland and FSW inland applicants. Furthermore, it's is unfair to consider the period spent in securing province nomination as part of your CIC processing time, as pure FSW guys with lower crs score (450 - 460) also had to endure several months of wait in the pool.
