Is Penal and Judicial certificate necessary?

Outland living in Canada applicant here. I know is mandatory to submit Police certificates but in the website it says this:

How to Get a Police Certificate - Peru

Do I need to provide a Police Certificate with my Application for Permanent Residence? Yes
Name of document(s) to get: Police certificate, Judicial certificate and Penal certificate


I sent my mom a document that authorizes her to get my police certificate in Peru but she cannot use it to get the Penal and Judicial ones. Is it necessary to send with my application those last two? The first question only mentions police certificate so I'm a bit confused.

It is clear to me that they are saying you need to get all 3 for Peru. The comma is an 'and', not an 'or'.

So it says:

Name of document(s) to get: Police certificate AND Judicial certificate AND Penal certificate.
