Is Parents visit after 5th July from India possible?

Hello Guys, I have gone thru the new requirements and still not able to understand if my mother will be able to travel to Canada after 5th July. My Brother is a Canadian PR. Mother has completed vaccination couple of months ago and its an approved vaccine by the IRCC. However, currently there is a flight ban between Canada and India. Is it possible for her to take a stopover lets say in Dubai/Qatar/EU and travel to Canada?

We have no idea if travel requirements from India will change. Only a few options to travel from India. Think it is Ethiopia, Serbia, Mexico and one other. Unclear whether the PCR tests will still be required at each stop. Unless an emergency it is a very long and expensive way to come to CAnada.

Although not an outright ban, Canada was trying to make travel from India difficult and expensive. Data about covid from the Indian government is really unreliable but the conditions in the rural areas seem to be getting better so assume direct travel will return in July or August. Unfortunately we may see bans from other countries like Bangladesh or Indonesia.
