Yes, at least here in Ontario where I was able to apply and obtain OSAP within 2 months of landing. With the new changes taking place from September the amount probably won't be covering your full tuition and would be mostly loans instead of 50%+ in grants as previously.

This doesn't apply to new immigrants. It applies if you are moving from a different province in Canada.
The OSAP system got quite out of control for 2 years and didn't only benefit low income students get their first college or university degree like the original intention. No offence but you seem like you have a decent small business and may have had savings and a decent salary before arriving in Canada. You also likely ha 2 degrees already. It was crazy that taxpayers were paying your tuition. OSAP used to be hard to get when I went to school and that was loans only.
Yes new immigrants will qualify for OSAP depending on previous income and savings. The loans will have to be paid back.
