Is Ontario college Graduate certificate considered as Masters's ?

Since most of the colleges offer this 1 year master's programe for which we get a Ontario College Graduate certificate, would that be considered by CIC as a master's programe or not ?

As CIC conditions, a 1 year master's programe ( Certificates and Diplomas don't count)
