Is NOC for dependent working(central govt. organization)spouse mandatory

Hi
My husband will move to Canada with two years work permit and before going he will apply for dependent visa for me and our two sons through his office for same duration.
can anybody tell me please,- is No Objection Certificate (NOC) mandatory for a central govt. employee at the time of dependent visa application submission or if i take the same by leaving my country then it is ok?
actually i will not be able to get the NOC from my office at the time of visa application submission but i will get it later.

If i recall correctly, there is a section in visa forms (i believe it was schedule 1 IMM5257) which asks for status i.e. things like have you worked in a government organization or held political offices and probably if you answer yes to any of the questions, you have to attach further documents. Please verify yourself.
