Is my friend eligible to visit me from Brazil?

I am helping her fill out the visitor visa application, but one section asks this:

Why are you applying for a visitor visa? (required)
To unite with a family member
To visit on business
To attend a funeral or provide support to a critically ill person
To join a vessel (marine crew member)
To assume a diplomatic post
To come with an immediate family member who’s assuming a diplomatic post
To handle the affairs of a victim of Ukraine Airlines PS752
To get the Canada-Ukraine authorization for emergency travel (CUAET)
None of the above

Visiting a friend or visiting for tourism is not on this list. When selecting "None of the above", the website tells me "We strongly encourage you to wait until you’re eligible to travel to Canada before you submit a visitor visa application."

So according to this, my friend will never be eligible to visit me from Brazil? Or is there a chance they will approve if I apply anyways?

”Never be eligible” are strong words. Of course, your friend can still apply. The website doesn’t say your friend cannot apply. Being eligible to travel refers to being vaccinated which you would read if you clicked on that link.The application will still be processed.

Okay, I wasn't sure. She is fully vaccinated so we will try applying, thank you
