If you have enough points although you are not claiming points for french you can apply, however you may be called for an interview, this interview is to see how you adapt to this francophone Province and of course french is important because is the main language. During this interview if the Immigration officer sees you can´t adapt because of language, you may not get a CSQ. My recommendation is to apply if you have enough points and start learning french for the interview ASAP, I´ve seen many applicants who asked the immigration officer to have the interview in english and the answer of the IO was: "Do you want to go to Quebec?, well we speak french there, you must be able to speak in french during the interview. SO, YES IT IS IMPORTANT.
Sometimes you are lucky, for example my brother had the interview in SPANISH! and only 5 minutes in french ha ha he was extremely lucky, but of course this was 5 years ago, nowadays they give priority to french speakers and they try to conduct the interview in french.
