Is Job Offer required for canada immigration ..?

Hello Sir/ Madam,

I was told that unless and untill their is an job offer from canada , I can't file for immigration.

Please let me know - How to get canada offer - I am in USA on H1B work permit.

If your job is one of the 38 occupations listed here (http://www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp#list) and you have at least 67 points on the eligibility tool (http://www.cic.gc.ca/english/immigrate/skilled/tool/index.asp), then you can apply under FSW. Alberta use to have H1B-AINP. I am not sure if this route is still open (http://www.albertacanada.com/immigration/immigrate/srsvisaholder.html). Arranged employment adds 10 points on the eligibility points by the way.
