Is Job Offer Mandatory To Migrate To Canada under PNP Express Entry???

Hello friends,

As the new system of Canada immigration has been started, a mystery has appeared named "Job Offer". As far as I checked the provinces websites for the requirements, I found that all applicants MUST have a job offer OR a relevant (whether close or not) in the province. However, I found an article in a website which claims there in no mandatory to have a job offer or even a relevant. You can check the article from the link below:

Is it correct? If so, what is the name of the mysterious province??

Well, this is what I think : for CEC applicants, since we already have PGWP , we can stay here for 3 years after graduation without actually having a job, work part-time here and there. As far as I know, most of the provinces require you to have a job offer in order to be nominated :s
