Before I begin, I appreciate all the help and advice this forum has given me over the course of time I've been here.
Thank you in advance for those who took time out of their day to read this thread, and I hope that this thread will be useful for people who may be in the similar situation.
This will be a long text, so for those who are limited in time, feel free to scroll all the way to the "question" section at the bottom of the post.

Background:
As stated in the title, my girlfriend/fiance of 2 years, have been refused TRV 3 times since January of 2020.
We (27m/24f) met when I was working abroad in Russia, and were together physically for 8 months before I had to return back to Canada.
Currently, we haven't been able to meet each other for 17 months due to COVID.
We are in a serious relationship, and we have support from parents of both sides.

During 1st & 2nd time applying
We first decided to apply for TRV Jan of 2020, as I wanted to introduce her to my parents in person.
At this time she was a full time student at a pedagogical university, and it was her final year.
She was 23 at this time (her program is 5 year program), studying law and history.
The visa was refused with following reason:
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the limited employment prospects in your country of residence.
3rd time applying
After 15 months of not seeing eachother, we decide to hire an immigration lawyer this time, to try again for the TRV to reunite with each other.
We filed the application on March 2021.
At this time, She has moved to new city (in Russia), and has been working as a School Teacher full time for 8 months.
Visa was again, refused with following reason:
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the limited employment prospects in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your current employment situation.

I've consulted with some people about this case when she was refused the 3rd time, and they said this was most likely due to us not submitting the IM0006 Form for Extended Family, as Canada currently isn't accepting foreigner for visitor visa due to COVID.
We brought up this form with our lawyer prior to applying for the 3rd time, but lawyer told us that this form was unnecessary (which I'm currently highly doubting).

Currently we are thinking of trying for the 4th time again on our own with IM0006 form included this time, but we aren't quite sure how to get past the following:
1. PURPOSE OF YOUR VISIT
2. LIMITED EMPLOYMENT PROSPECTS IN COUNTRY OF RESIDENCE
What we have submitted for each of those reasoning:
1. I wrote letter to state that we've been in relationship for 2 years, with photo, chat log to show, with date included. (thinking back, we didn't have her write purpose letter as lawyer didn't tell us that it was needed.)
2. We submitted letter from her employer (Director of Schoolboard) that she's been granted time off for the month of July, when the school enters summer vacation.
Other documents we submitted:
- Both her and my bank statement, paystub, Criminal background check, Notice of Assessment, and Proof of Relationship

As a 24 year old fresh out of University, we aren't sure what else we can do to prove that she'll return back home when the visa expires...
We have no intention of overstaying her visa, and we simply miss each other dearly to the point that it's taking toll on our daily life.

Question:
1. Is it worth trying again, with this time having her write Letter for Purpose of Visit, as well as include IM0006 Form?
She doesn't have much in saving as she makes only about $800 a month, which is x3 times more than the average salary there, but nothing comparable to what we make here. Would writing an affidavit of financial support to show that I'm willing to cover any expenses arising from her travel (if she needs me to) solve this hurdle?

If the 4th one falls through (or end up not re-applying), I plan on flying there to marry her and file for spousal visa instead.
Though not an ideal circumstance, decision of marriage isn't anything rushed as we've always planned to be married to each other, and our family is aware of this.
