and by 12 months of full-time, the website say that the equivalent total time is ~1560 hours. So technically, 1 year and 1560 hours are basically the same thingYou need to meet these requirements to apply under the Canadian Experience Class. You must:
plan to live outside the province of Quebec,
have at least 12 months of full-time (or an equal amount in part-time) skilled work experience in Canada in the three years before you apply,
have gained your experience in Canada with the proper authorization,
meet the required language levels needed for your job for each language ability (speaking, reading, writing, and listening).

He was still on his off-campus work permit, during the allowed transition period. The rule is that no employment while a full-time student can be accepted, but if you can prove when you stopped being a full-time student (e.g. your graduation date), and your work is authorized (which it was), then the experience should count.
