Is it true that CIC has stopped issuing passport requests?

I got it today. My time line has quite entries

Application Submitted: December 20, 2013
AOR: February 11,2014
Rejected: July 29-30, 2014
Re-opened: August 29-30, 2014
Medical: August 29-30, 2014
RPRF: September 24, 2014

I am not good with dates and lazy enough to go through the email. Hope you guys would not mind +/-2 days different.

Congratulations!!! by the way, you mentioned rejectectd. What do you mean by that? and how you got it reopened? could you please share some info on this?

Nov applicants got ppr request today.. so no CIC has not stopped issuing them..
