Is it too late for FSW application?

Hi,
I want to apply for immigration in Canada as FSW under University Professor/Lecturer category. I know the last day of application is December 31, 2014. As I checked online that there is only 90 application being processed out of 1000 quota under this category, but they says since there is lots of applications, the number it showing is not the right number. I sent my Diploma to ICAS for assessment and it is taking long time. May be I will be able to apply end of November or early December. My question is as follows,
1. Is it too late for application?
2. If they do not accept the application due to quota or some other problem( score, experience certificate etc) will they return the application fee.
I need help in this regard, please help me.

It won't be too late for your NOC. But it's best to apply ASAP. Your application fee won't be charged if it is found incomplete and/or ineligible and is returned before it is put into processing or if quota is full.

1. The last date is April 30th,2015. Unless some notification comes telling that it is not so.
2. Any NOC where the cap hasn't reached the 400 mark till July first week (Check Spreadsheet) is open, those with below 200 are clearly open... those below 100 or 150, are probably not going to fill.
3. There is a quota of 500 in each NOC, with an extended range of up to 1000 Applicants max per NOC.
4. In case things do not go according to your wish, your file and the 550$ fee will be returned. However your IELTS score and other Documents will still be valid for the express entry.
5. You're not late at all... Make Fast, meet the deadline.

Thanks to for the prompt replay. I very much appreciate your help. Just only one quick question to VishalRathi, "what do you mean by last day is April 30, 2014?" Do you mean April 30, 2015.
