Is it risky to apply without paystubs?

My job has variable full time hours. One week I work under 30, others I work much over. My annual salary on my last T4 if I divide by 52 and then by 30 it actually comes close to my paid wage, actually a bit higher but still.

Would I qualify and have my employer write I'm employed full time (which I am) with the letter along with my NOA and T4 with no paystubs be sufficient enough?

I'm confused. Are you paid an hourly wage, or do you receive a salary? (They are different).

My mistake, it was the total amount I made during the year 2012. I am paid hourly.

So the amount I made divided by 52 and then by 30 comes close to my hourly pay, just 50 cents higher.

Have you worked for 12 months/52 weeks with full-time hours (30 or more per week)? How many weeks did you work fewer than 30 hours?

The letter MUST say how many hours you work per week. If those hours are variable, then your employer should say so.

Paystubs are generally not required, but in the case of people who work variable hours, CIC may request them.
