Is it required for my Employer to demonstrate requirement efforts if the position offers is intra-company transfer and it is LMIA exempted?

I got the OINP express of interest invitation to apply. one requirement is for "Employer to demonstrate requirement efforts". But my position is internal transfer from another country to Canada. and it is LMIA exempt. so, do they still need to do this?
Issue is that I already got the job offer and work permit, and currently in Canada with the same employer on the same job offer.
