YOu can get admission but visa approval might be difficult only if you score very well in IELTS and you are lucky enough

you may do that and even recently I have noticed that many have applied for PS course after graduation...........Mostly those how have low %age in graduation

It is NOT allowed to apply for a level of education that is lower/below your current level of education. You will have to proceed in forward direction rather than going in backward direction...
