Is it possible to send my passport to the country from where I applied for the TRV through a courier service? Because I'm not currently in the country from where I applied. I heard I can send, but isn't it a crime? If not, then do CIC gives a letter that says the passport is allowed to travel through courier service and shouldn't have problems. What's the process?

You can send it, but you will have to check with the VPC if they send the passport back to where you are.

Some VPCs only send passport back to some countries, so you better check with them.

A simpler solution:
You can contact the visa office which processes TRVs for the country you are presently in.... and request them to allow you to submit your passport to the local VAC for visa stamping
