I personally don't have experience with this, but I recall someone in the previous year did this.
(I'm sorry I lost the source.) It delays the process for the file transfer by a few months if your file is already at the first VO. If it is still at the CIO, you can try to make the request. You would need to submit documentation that you can legally be in the new country for at least a year i.e. a visa to the new country. This does not apply if the new country is your home country.
