Is it possible to get passports stamped in different country than application/ residence?

Hello everyone,

I applied for visitor visa for my parents in Dec 2021 and biometrics done in same month. Still no updates on there visa and not sure when it will happen.
They need to visit my sister who is in Bahrain this May/ Jun. Is it possible if they get PPR during their stay their in Bahrain, to submit passport to VFS office in Bahrain?
Or they need to come back India and submit passport to VFS India? FYI, they will travel on visitor visa to Bahrain.
Please share if you have such experience or knowledge about such situation.

It can be done based on info in various threads and I did get similar feedback when checked local VFS office
