Is it possible to find a job from outside and move through LMO

I am a engineering graduate working in oil and gas field as welding inspector and i am indian
i have experienced in Saudi AND Oman i see so many vacancies in job portals can i find myself
placed in any company
do you any agency do this LMO formalities for companies there
Please help.......
