Is it possible to file a new application without withdrawing the previous one

Hi,

It appears that the new immigration rules will substantially benefit people in the 38 high-demand occupation list who applied post February 27, 2008. From what I have read up till now, it appears that applications in the 38 high-demand occupation list will be processed in a 6-12 months time frame if the application was submitted post February 27, 2008. However, if the same application in the 38 high-demand occupation list was submitted before February 27, 2008 it will be processed according to the published timelines for Federal immigration. This means that people who submitted their application at the New Delhi consulate before February 27,2008 will now have to wait for 6-7 years before expecting any decision even though their occupation is in the 38 high-demand occupation list.

In light of the above information, I would like to inquire if it is possible to file a new application without withdrawing the previous one?
