Is it possible to enter Canada for PR's without a PR card?

My mom and sister's PR cards expired in May 2017, they had applied for renewal in March 2017 but it took till the month of April 2017 for the CIC to begin processing the PR card renewal application.

My father would like my mom and sister to come and visit us in June 2017 for a family get together because if they are unable to come at this time then we will most likely be unable to see them again till the end of the year which is what he does not want. But the problem is that it appears unlikely for the PR cards to arrive via mail in time by June 2017.

We spoke to an immigration lawyer about this and according to him, they can enter into Canada without a PR card. What he would like me to do is that me being a Canadian Citizen, he wants me to travel from Toronto to Buffalo in the US and to receive them at Buffalo airport. I will then re-enter Canada through the border and at the border they may ask them basic questions but in case they ask for PR cards, he says that we can just show them the PR card renewal receipts, our original landing paper documents that we received at the time of immigration and they will allow both of them into Canada even if they don't have the valid PR cards yet.

Thought i would reach out to people over here to confirm whether what the immigration lawyer is telling us is correct, he is telling us that there are thousands of clients who have done this successfully and that he himself has personally gone to receive clients and help them to re-enter Canada like this in special circumstances even without a valid PR Card. Thought i would confirm if there is anyone over here who has gone through the same situation in the past and whether whatever the immigration lawyer is telling us is correct?

Do they meet the RO?

They can enter by land from the US without PR cards. The other option would be to apply for a PRTD to fly to Canada.

They just received a letter stating that a preliminary review of their PR Card application has been completed and it is now being sent for secondary screening. What does this mean and what are the implications?

It means CIC is taking extra time to verify that they meet the residency obligation and will be examining their application more closely. It also means they can expect longer processing times.

Many people have done this, it's perfectly fine.

And actually there is no need for anyone (neither you nor a lawyer) to go and meet them to travel back with them. With their passport and some other PR documents (like COPR, expired PR card, proof of PR renewal app, etc), it will be no problem at all for CBSA to verify their PR status. As long as they meet the Residency Obligation when returning, they would have zero problem re-entering by themselves.
