Is it possible to apply for IEC if already included in PNP as spouse??

so, here's the thing:
As a main applicant, I received province nomination.
my country's opening IEC positions soon, so I was wondering, can my husband, who's included in province nomination as spouse, apply for IEC (Working Holiday)? or he can't do that because of nomination?

As far as I am aware, he is not blocked from applying for IEC.
