Is it possible to apply citizenship without PR card?

Hi, I just sent my PR card for renewal 4 months ago, and I'm now waiting for a response. However, I'll be eligible to apply the citizenship next week. Should I apply it with out PR card, or should I wait until I get the new card first?

Didn't you keep a photocopy of your PR Card?

Only a copy of the card needs to be submitted with the application. (both sides).

You can go ahead and apply for citizenship when you become eligible, with the expired card. Just include a note saying you applied for a new one, but haven't received it yet. If you are eligible for citizenship, then your PR status will not be in question, so having a currently valid PR card isn't necessary.
