Is it possible to apply both for PR and Study Permit ?

Hello all,

I was wondering if it was possible to apply for PR from your home country ? Suppose the process is on-going and you decide you wanna start studying there so you apply for a study permit and start studying while your PR application is still being processed.
So basically my questions :
1) is it possible to get a study permit while your application for PR is being reviewed ?
2) is it possible to start studying while your application for PR is being reviewed ?
