i applied for cec application, waiting for p1. but my address is changed. should i raise a webform to change my address or just give different address in p1 reply for my pr card?

Not really. You definitely have to mention your new address in P1. Better to just update it via webform as well. Once you reach the P1/P2 stage, there's practically no estimated timeline!
