is it OK to leave Canada immediately after applying for PR card renewal ?

Hello,

My PR card expired several years ago. I have been present in Canada
I would have fuilfilled 730 days requirement by upcoming early August.
I will apply for PR card renewal in middle of Aug. to have a ~ 10 days buffer.

I need to visit and stay in my home country for about one year to take care of the mother.

Is there a risk of my appliction rejected or going to seconday review if I leave Canada immediately after I send application package to IRCC(former CIC) while in Canada ?
If there is a risk, what negaive impact it will have on the processing of my application?

Should I not leave Canada until I receive new PR card?

Your adviice would be appreciated.

As long as you meet the RO, you should be fine.
However there is a chance that CIC will not mail the PR card, they will ask you to come pick it up in person from their office. If your current PR card expires and you need to return to Canada, you may need to prepare to get a PR Travel Document to fly back to Canada.

Email or CIC web site?

Without PRTD,
Would it possible to re-enter Canada with the above notice letter on hands without being reported ?

I am concerned if application for PRTD is rejected by Canada embassy in my home country even though I receive the above notice

1) By mail so you should have someone check your mail if you leave.

2) How would you get on a plane to Canada with no PR card and no TD? It is very unlikely that the airline will let you board as they are responsible for the people they transport. Even if you have a visa exempt passport, that now requires eTA and eTA is not issued for PR's. You could fly to the US if you are visa exempt to the US or have a US visa and then enter Canada by land. In that case, your letter to pick up PR card as well as your COPR/expired card, should be enough to grant you entry.
As for the TD and the possibility of being denied, they will look at the past 5 years and if you meet the RO during that period and if you do, they should give you the TD. Of course there is always a risk that they could deny the TD by mistake in which case you can appeal. However I would recommend rather that you stay in Canada until you have your new PR card in your hand.
