is it ok to apply on 1st August for sept. 2012 intake under SPP?

I want to if it is normal to submit application package to Visa Office on 1st August for sept. intake as if it is last date.

It is strongly recommended that you submit your application by 01 August for September entry and by 01 December for January entry. Applications for a Study Permit received after those dates will not normally be processed in time for the start of classes and will likely be refused.

they will never denie for the applications even after 1st aug ,as they also state applying after 1st of august ,due to not enough time for processing likely to be refused.
