Is it necessary that jobs in the list of 38 should be the present one?

At present i'm working in a company as an administrative officer since 2001. Before that i was lecturer in physics for 1y7m. My question is under the current law is it necessary that jobs in the list of 38 should be the present one or this could be an earlier one within the last 10 years? I'm really confused about whether i should apply or not.

Is there any hope?

I think it should be in the past ten years.
