Is it mandatory to land at the port of entry first?

Guys, it's urgent. I can't find any regulations on cic site.
Is it possible to first cross the border in the city different from the one I have designated as my port of entry? My PoE is Toronto, but I have two options:
1) A flight with Montreal/Halifax as the destination city (so, I'll have to leave the airport there).
2) A fight that goes through Halifax before flying further to Toronto (3 hours in between the flights). So I won't be leaving the airport before I get to Toronto.

Is this allowed?
If I go with the second option, will I be examined by the officer in Halifax or in Toronto? If in Halifax, is 3 hours enough?

You will be examined in Halifax. 3 hours should be more than enough. Canadians are very nice and accommodative. Don't worry about that.

It will go smoothly, be assured. Just be confident and honest with the officer. Majority of Canadians are the most courteous people you will ever come across.
