Is it impossible to get LMIA for office jobs?

Hi all,

Really need some advice from experts on LMIA.

I heard from some immigration consultants that it would be almost impossible to obtain a positive LMIA for office jobs.
Does anyone know more about this? I am under NOC 1223, but wondering if it would not be even worth trying for LMIA.

Also I was having difficulties locating information on Permanent Residence LMIA (the one that is free).
I would appreciate if anyone can forward a link...

I received an LMIA for NOC 1223 last year, but that was before the market turned. I'm also not in a big city so that likely helped.
