Is someone has a bachelor's is a NOC class B section that is needed in canada . Is it even possible to get enough points for PR. When I check it out its seems impossible If there is no work experience in canada no job offer and never lived there. How does everyone else do it???

With a non-Canadian bachelor degree, with the current CRS trends, it's impossible without a Canadian work-ex or job offer. However, you can consider PNPs too.
