Is it easier to become approved in Ontario or Quebec?

I was just wondering for those who claim for asylum in Canada, in which state it is easier to be granted a refugee approval?

First, Canada has provinces and territories, not states. The process is federal, so it's irrelevant which province you use. It's all handled by the Federal Government (IRCC). To make an expeditious claim (although regardless you are probably looking at 18 months right now, if not longer), you need to have strong proof with evidence of your claim.
