Is it considered a order to leave Canada?

Hello I Was once refuse the extension of pgwp and cic issued this letter after the expiry of my work permit and at the end they wrote this. I want to know is this a order to leave Canada. Becuz I have filed my eAPR and I want to know when schedule a will be required what should I tick for the question have u ever been ordered to leave Canada or any other country

“ To be considered for the restoration of your temporary resident status you must resubmit the entire application within 90 days of expiry of your status. Failure to resubmit within this time frame may result in refusal of your application”

Should you choose not to apply for restoration of your status, you will remain a person without a legal temporary resident status and as such will be required to leave canada immediately. If you don’t leave Canada voluntarily, enforcement action may be taken against you”

From the above I cannot discern that you were asked to leave but rather told you would have to leave if you didn't resubmit your application. So I believe the answer to that is No, as long as you have never been asked to actually leave as a result of not having resubmitted your application.

If you don’t leave Canada voluntarily, enforcement action may be taken against you

If you did not leave voluntarily and enforcement action was taken against you, then that might have resulted in an order to leave. If you did leave voluntarily or successfully re-applied for restoration of status, then you have not been ordered to leave.
