I don't think this information is correct.
Every person can come to Canada with up to $800 CAD in merchandise as tax free.
PR or TFW usually are coming with more valuables (laptop, cameras, cellphone, jewelry...)
In order to don't be asked to pay importing taxes you should fill B4 form out, for stuff is coming with you.
If you expected to send as cargo, or pick up with you, in the future something else you have to use B4A form.
If you don't want to fill the form, you should get a list of importing good and value, at least.

Better be sure to declare:
- Money close or higher than CAD $10,000 in any currency
- Food. There are strict limitations, better check it before import food.
