Is it a good sign if...

I sent my wife's tourist visa tourist visa application to the Bogotá office and only 12 days later I got a call here in Ecuador from the embassy in Quito that they got the response back from the Canadian embassy in Bogotá. we are going to pick it up on Monday and I would like to know if it is a good sign that they sent the response in less then a month???
I would like to know if someone has a response for this question because my wife and I are some what nervous.
