Is HIV medication for Canadian resident/citizen free?

So far, from my knowledge, HIV medication for Canadian resident/citizen is free, as well as visits to the doctor and treatment/blood tests fees. Is this correct?

I'm asking this because some people say that in order to get drugs, people should have health plans provided by government/provinces. But without those plans, isn't it just FREE, as Canada is one of those nations who provide universal free healthcare to its residents?

I've also found this on the government website as well.

Universal healthcare in Canada is not universal. By and large, you have to pay for prescription drugs. You get some medication for free in hospitals, but HIV treatment is not always carried out in hospitals. If a doctor gives you a prescription for medication, you must go to a pharmacy and buy it. The cost is subsidized, but not free.

If you have no status in Canada and have HIV and are thinking of moving to Canada to get access to healthcare, be aware that immigration applications are denied for people who would be burdens on the health system.
